Flour 'improver' present in the bleached wheat flour. Classified by IARC as Group 2B (possibly carcinogenic to humans) and listed on California Proposition 65 as a known carcinogen. BANNED in the European Union, United Kingdom, Canada, Brazil, China, India, Argentina, Peru, Nigeria, and Sri Lanka — but still legal in the US. The FDA has urged voluntary removal since 1991 but never banned it. Bromate residue can persist in the finished crust if baking is incomplete.
